These numbers are non-geographic, in the same way as 0845 and 0870 numbers. However unlike those numbers, numbers beginning with 03 are charged at the geographic rate - that is, the same rate as numbers beginning 01 or 02.
This means that calls to 03 numbers must be included in free call packages and inclusive minutes packages from land line and mobile phone providers.
There are 4 different categories of 03 numbers, with the digit immediately following the "03" determining which catgeory the number is allocated to.
These categories are as follows:
| 030x xxx xxxx | Reserved for qualifying public bodies and non-profit organisations. |
| 033x xxx xxxx | Available for allocation to anybody. |
| 034x xxx xxxx | For migration from the matching 084x number range. |
| 037x xxx xxxx | For migration from the matching 087x number range. |
